I just realized I made a mistake again and I will live with it for this project. I knew that I wanted to lengthen a skirt I am making for my daughter so I just added the lenght on the bottom of the skirt. I realized after I had cut it that, no the right way to alter is to slash the pattern and add there. Why is that? I am learning and have not done much altering at all.

They usually place the lengthen line in a spot where the grain line runs straight with no shaping of any kind. If you add at the bottom you may have an odd looking skirt, whereas if you add where the pattern recommends, it will work out fine.
