I've just made my first pull up skirt. There is alot of fullness around the stomach area. Can this be fixed?

This is an elastic waist skirt? If the elastic is loose inside a casing you can redistribute the fabric so there is less fullness in front and more to the sides and back, wherever you need it. Then you can stitch it in the ditch of the side seams to secure it and keep the gathers from shifting again.

If the elastic is stitched down you'd have to take out the stitching, readjust the fullness, baste it so it doesn't shift around while stitching it down again.

Yes, it's an elastic waist skirt. The elastic isn't loose. I tried redistributing the fabric but it's still puffy in the front and back.

I suspect it may be a bit too snug at the hips, so the fullness can't hang properly and is bunching above the hip line. Another possibility is the fabric is too crisp for the gathers to hang with enough drapiness.
