Are you talking about the kind you buy that has the cord already in it? I thought that it looked really easy to do...however, if it isn't, a lot of pattern companies have you put the elastic in and either sew it to the pant or skirt and then add the cording at the same seam near the front or side....or I have seen a few patterns where the cording is applied to the end of the elastic and it is put through the casing. I haven't tried this so I don't exactly know if it is always sewn down or if you just make the elastic short enough that it won't come out. I usually just put the cording though the casing and out a button hole in the front and my kids tie their pants.

The elastic has the cording on it when you buy it.. When you put it in a garment, you have to make 2 small buttonholes in the front waistline to pull the cord thru and after you have it thru the buttonholes you tie a little knot in the ends so they will not slip back inside.. Oh, sorry, I put the cart before the horse.. make casing , when you insert elastic, clip the cord , wrap each end with scotch tape temporarily, and then thread it thru the buttonholes you made, then tie the knot in the ends of the cord..Just carefully handle this type of elastic and do not pull the cord away any more than you have to..
