Wouldn't it be great if your computer registered the source of each popup. A federally mandated fine would then be levied against the offender. A payment would be sent for each infraction. The worst offenders would lose money and this infringement would cease. Or, you could sue and be awarded damages. I've seen popups that just kept going and you couldn't get them to stop.
