I am making a top with side slits.

This is what the instructions say:
"Fold slit facings 5/8" to wrong side and press. Repeat for other side.

Overcast bottom edge of Top and side hemline slits. At bottom edge, fold 1 " hem to wrong side, press and pin. Stitch close to edge of hem. Fold slit facings to wrong side, press and stitch close to edges and across top of slits. "

Now here is where I am getting confused I think. I have folded in and pressed the side slit, am I then suppose to open them up and overcast the edges or am I suppose to keep that folded in 5/8" and overcast over the bottom that way?

I hope that made sense, I am just questioning why I folded in that 5/8" if I am then unfolding it to overcast the bottom.

You have it figured out right, the instructions are written in the wrong sequence.

She is right. That is the way the pattern companies are suggesting you do it: overcast or serge and then fold. You can also fold 5/8 and then fold the hem in on itself again making about a 3/8 inch hem and stitch...the bottom hem would be 1 inch folded in would turn out to be about 5/8 inch. That is they used to recommend before everyone got sergers. Either way is correct.
