I'd like to know how to make darts, like the top has in the picture.
Any suggestions?

Those are gathers. Most tops that are made like that will have darts under the bust. You simply run two rows of basting stitch along the bottom of the blouse between the dart seams and gather along that line. Center your gathers over the area where the dart would have been on the dress. If you don't feel that there will be enough gather there, you can split and widen the bottom dart and swing out the bottom of your dress to make it wider. (A little bit can go a long way though, you probably don't want too much more.) The dart point is there just to allow the dart to lay down into the seam line. You will probably have to remove most of that or you will have a pooch under the bustline.

Depending on how the skirt is made, you may have darts coming up from the skirt toward the bust. Those are fine.

Sounds a little confusing, but I will try this out. You don't mean make darts, plus gathers. Correct? Just gather the fabric after I sew the 2 rows, right? What is the allowance when I attach the skirt?

So many questions, but I'm all hyped up and can't wait to try this out :bg:

Right..you are replacing the dart with gathers.

Usually if the skirt does not have darts that meet the top darts, it will have a dot or something on the pattern to indicate where the center of the dart will go. You just center your gathers top dart with a small slash or a mark or something...something that won't show past the edge. You will put the center of what would have been your dart in the center of where it would have gone before...then just gather slightly to the right and left of that mark. If your pattern only has notches, just measure how far from the notch your dart would have started and that will be the center of your gathers. That sounds confusing but when you bring the outsides of your dart together they are in the "same spot" on your dress and that is also the center of your dart.
