I went to a craft show today. I saw a placemat pulse. It looked like they just turned the end up, sewed side seams, put a button on, button hole at the top. I also saw blue jean pulses made from old jeans. They cut the legs off, sewn across that opening and put a drawstring thru the lops, put handles on the top. Pretty cute. I have some old jeans I will have to try to make one.

I saw some placemat purses at a craft show last year. They made them like hogmami explained with the side seams. These didn't have a flap or button but a piece of velcro inside to close it. They put those metal rings or rivets(like you'd see in the top of a shower curtain) in the top of the purse and more in the straps. Then the straps were attached with what looked like small key rings through the rivets. Some of them had beaded wire straps attached instead. I'm not sure that would be strong enough to hold much stuff, but they were beautiful. It would gorgeous with a pretty Christmas placemat.
