I am thinking of using polar fleece as a quilt backing. Do I need to use batting as well? Would the quilt still be bound or would I stitch it envelope style and turn it right side out and stitch closed the turning opening?

The choice is yours my dear. If you sew it envelope style you won't need to bind.
