To embroider a fairly dense design on napkin corners what stabilizer should I use? Should the napkin be hooped or just the stabilizer ?

If the napkin will mark with the hoop, I wouldn't hoop it. If it is just a standard napkin, I probably would. Hooping always makes it a little more stable. If it were me I'd use two layers of hooped Aquamesh. It will wash out. If you don't hoop use a spray adhesive like 505. I wouldn't use a top solvy. Most napkins don't have nap.
