I've been asked to make several waiter's aprons with pockets. I asked if they had a sample of the size they wanted. They said to use my own judgement, but not too short and not too long.
What are good measurements for these?

I might be wrong but it sounds like they are just wanting the standard kind. Those are made like a carpenters apron minus the hammet holder. Just ties for arond the waist & a strip of fairly heavy material sewn into sections for 3 pockets over the base fabric. I'd take a look at the carpenters apron plus see if you can look at a pattern that waitresses use of that type.

I would guess about 12" long x 24" wide, plus ties.

The ones used at my son's restaurant are mid thigh in length and go around most of them completely and tie at the front. Probably more like 18-20" long and 36" wide with long ties.

I just ran a quick search and found a number of restaurant supply/uniform stores. They all offer a wide variety of lengths, and so I guess it depends on the style & ambience of the restaurant. It'll help if you know a little about the place they're for. Some of them offer dimesions if you click on the pictures. I was surprised to find out how cheap they were.

Considering how cheap the long aprons are, I would be surprised that you could buy the fabric for the cost of buying the apron.
