I am supposed to add 12 5/8" to the length of the side panel for the pleat and seam; 2 1/8" to the depth for seam and hem. Do I just eliminate most of the allowance for the hems on the lining and only have enough to tuck under the stitching?

I disrergarded the above, cut the lining the same as the fabric, sewed the floor edge right sides together, turned it right side out so that I have a 1/2 inch of the fabric turned up, serged the top and foot ends wrong sides together. The top will be turned under and hemmed; and the foot panel will be attached to the center panel. I think I'm okay so far.
