I have a large arched window above two double hung windows. I want to have an upholstered valance at the top of the double hung window with a drape under it. The drape will be closed most of the time. I am only making it twice the width of the window, and think I want it on a cafe type rod which will have to be attached to the sides of the cornice because of the way the window meets one wall. The window next to the big one is a small casement window (architect only cared what the windows looked like from the outside, obviously). I am planning to have the height of both valances the same to even out the look. There is a closet door right next to the small widow with only a 4" clearance when fully opened. Will there be enough room to mount the rod and have space to push the curtains open when I want to?

You have a lot of variables.
What type of drape?
What type of finial on the cafe rod?
What is the diameter of the rod?
Does it butt up to the closet, & are you saying the closet door when open has the 4" clearence or the drape when it would be open?

If the projection of the rod would be out 3" would the closet door be a real problem when open?

I am thinking of one type of drape that yields beautiful folds with no pleats that stacks back quite nicely & tight yet it yields 7-8" of space on one side. My rings are 3/4" each in thickness. Perhaps you could get it down to less using a thinner cafe ring.

Just a straight, lined, two paneled set of drapes. I am not too good at descriptions, I guess. The closet door opens up flat againt the small window, blocking it. Distance from the door to the wall the window in on is only the width of the door casing, aprox. 4 inches. The cornice cannot be deeper than that. The rod for the drape will be inside the cornice, attached somehow to the sides of it. It won't show so I am just thinking of making a rod pocket for the drape instead of rings. Now that I think of it, a cafe rod probably won't work. Maybe a rod extention somehow attached is what I need. DH will have to make the cornice and figure out how to attach the rod. Large window butts up against the other wall with no space between the casing and the wall.

I NEVER have an EASY project. I guess the Universe wants to keep me thinking!

Ok then in that instance the best would be to put a rod pocket drapery on a white 3/4" oval curtain rod. Not really a need for a cafe rod as you won't see it under the cornice. Yes you will have room but you will have to use a curtain rod with a 1-1/2" projection. I would mount to wall but that is just me & the way that I would do it. Don't buy one with a 3.5" projection it will not work.
