That particular fabric was purchased quilted. It may have a fabric backing or it may have an inexpensive tricot knit backing. Some machines have single stitch scallops as built in embellishments that could be used for the pattern (as opposed to a satin stitch scallop). The stitch used doing this is usually a longer basting stitch.

You can get the same effect by doing a technique called cross-hatching. You stitch straight lines up and down the quilt and then across or you can also do the straight line on a diagonal up and down and across the quilt. The effect is small squares or diamonds instead of scallops. Patsy Patsy

Actually that particular pattern is called ' onion'...lots of pre-quilted fabric uses that pattern.
