those are really cute! I have a pair of capri's that dd outgrew in length that I was going to do this with! They are sitting on my sewing table waiting for me - thanks for the incentative

May I steal your idea? My daughter has a ton of pants that are too short, she is growing up, but not out, lol. This is fantastic - I can cut them all off and still make use of the clothing!

Sure, I just cut the crotch off and add the ruffles. Very simple actually. Ok, for a size like 2-4 I made the long ruffle 3 1/2" long and the shorter one 3" long (that includes seam allowance. For smaller sizes, make them narrower --for a size 12 someone wanted, I had them measure the length of one that fit them the way she wanted it and used that measurement for the final length (which would be your long ruffle.. Cut long strips about twice as long as your skirt circum. for gathering. Sew the ends together to make 2 big circles (one of the underneath ruffle, one of the top ruffle. Hem the bottom of the circles. Then I pin the 2 ruffles together along the top and do a gathering stitch. Then I divide it into 4's and do the regular old-fashion way of ruffling.
