I was wondering if this is possible since Brother and Babylock are both PES format. Also, does this resize designs downloaded from the internet? What else can PED Basic do?

It only puts up the smaller designs to your card  . It doesn't do the larger 3 part hoop. And you should be able to use it. I'm using the Babylock Palette v6 with a Brother PC6500. Even if it does resize I wouldn't use it as it probably doesn't lower the stitch count and your design will either be too dense or too loose.
