I'm not sure of the specific lamp shade covers to which you refer but Nancy's Notions had some ready to cover lamp shades in their clearance section a couple days ago. This might be a good place to start.

i made a lamp cover for my daughters room before she was born. I bought a ready to cover lamp shade from Joann's. It has a sticky material which you just stick the fabric to. It also came with a template to know how to cut the fabric and directions. Then I just got a lamp without the shade at Target and put the two together. It was very simple.
