My friend asked me to shorten her curtains. She asked for a specific length, not the window measurements. Do I measure from the bottom of the rod pocket, or from the top of the header? I've never measured ready-made curtains (or the size that's printed on the package) for accuracy. Never occurred to me.

I would first check with your friend to see how she arrived at the length she asked you to make her curtains before I cut into them. I measure for the finished length of curtains or drapes including the rod pocket and the header and the heighth of the window including frame.
